Note that this is 'accused of murder'. Some are ultimately found not guilty. And probably half of the guilty didn't use their firearms for the homicide. So the numbers represent an upper limit, with the actual being less, certainly the way you phrased it.

Toronto Police encountered 715 crime guns in 2010.
And they recovered 71 stolen firearms -- but I'm unsure if all of those recovered firearms are crime guns.
So 10% is the upper limit, with the actual being less.
