The Explosives Act and Regulations govern the manufacture, sale, possession, and use of explosives including binary targets. Generally any explosive to be manufactured or used must be authorized by the government, and combining multiple targets together constitutes unlicensed manufacture of an unauthorized explosive contrary to Section 6 of the Explosives Act. While the 15 pounds must have been awesome you might not want to advertise it.
With respect to placing multiple targets together or using the targets in any other fashion than what the instructions state, we have been advised by the Explosives Regulatory Division that this is also unlawful as they claim it to violate Section 21 of the Explosives Act and Section 28(c) of the Explosives Regulations, 2013. Our opinion differs on this subject and is something we plan to examine in the future, though for the time being our recommendation is strictly to use the targets as intended in accordance with the printed instructions on the label.
It is also dangerous to use the targets for destroying any sort of object due to the shrapnel created, and it creates an environmental concern with the mess that can rarely be (or rarely is) cleaned up completely.
