what i found was the cbsa memorandum was updated recently. The "quote" seems to be from the Jan 23/2013 document in which "d19-13-2. 46a" would be the proper quote.
the Memorandum was just changed on Nov 3/2016 so the current correct quote would be "d19-13-2-41 exception a"
either way the criminal code definition under "SOR/98-462 part 3 sub 15" is the directly applicable legislation. The CBSA memorandum only provides confirmation of the interpretation.
