Shouldn't be. Here is info we have on this gen 3:

The finish is factory custom- full "Royal blue" without any case coloring. Perfect "Royal" blueing from the factory is a startling contrast to "standard" Colt SAA blueing. It takes a real expert with years of experience to polish the metal to that level without rounding off sharp edges or leaving ripples in the flat areas. Royal blue isn't a different blueing chemical, but rather a level of metal polishing required pre-blueing. This is a whole other level of work for the artisans at Colt. Combined with a 7½" barrel and fancy oiled walnut grips, this 3rd Generation Single Action is an absolute beauty to behold.

The .38-40 Winchester is actually a .40 caliber cartridge shooting .401 caliber bullets. The cartridge was introduced by Winchester in 1874 and is derived from their .44-40 Winchester. The renewed interest in this caliber can be explained by the increasing popularity of cowboy action shooting and metallic silhouette shooting. Ballistically, commercial 'cowboy' loads are similar to the much newer .40 S&W, sharing the same bullet diameter, bullet weight, and similar velocity. A limited number of 'hunting' loads are available commercially, which produce about 25% more muzzle energy than the more common target ammunition.

We have a 38/40 with a 10mm cylinder coming in a few weeks. New in box but made in 1980. 'Buckeye Special"
