Correct me if I'm wrong but is this the same stuff Obama was trying to ban a few years back because they were calling it "armour piercing" ?

Yes Obama's administration (Specifically the ATF in 2015) tried to ban this as armor piercing. they never got it banned because true armor piercing ammo is black tipped with a tungsten core.

Green tip only has a steel core to assist with deeper penetration on some materials.

Green tip is not referred to as armor piercing, it's referred to as a penetration round.
