My best guess is that these are Police Agency Buy Backs. The DND offered C8A1's to Canada's LE agencies a couple years back in what was called a "Gratuitous Transfer". Agencies and other Nations could apply for them. They were delivered to the respective agencies the condition you see here.

Received my Diemaco BCG today and have to say that I am very pleased. There is very little signs of use and no serial numbers or other added marks. I now have as close to an issue C7/C8 as I can get. I has taken a couple of years but it's been worth it.
