    Also just a FYI for anyone looking to build one of these you don't need the .556 buffer or spring, the upper comes with its own drop in captured spring system.

    Uppers are not classified. But these require an AR lower which is restricted.

    If you can find a NR lower that can fit this upper, yes.

    Uppers are not subject to classification, just make sure it meets the reqs for min length and such

    But they are NOT AR’s because they don’t mate with anything AR15 or AR 10 receiver patterns they are different this not AR’s

    You are referring to guns that are their own design that’s why they got NR status ..
