Fenix makes several chargers that will do most of what you want

USB chargers would be

ARE-X1+ ( you need to choose the + for your requirements )
ARE-X2

AC wall plug chargers

ARE-C1+
ARE-C2+

Depending on the model chosen they can charge:
18650, 26650, 16340, 14500, 10440 Li-ion batteries
AA, AAA, C Ni-MH / Ni-Cd batteries

So, it looks as if the ARE-X1 and -X2 will charge batteries by plugging it into my Anker PowerPort Solar panel using a USB cord. I'm going to go with the ARE-X2. Thanks.
