    With standard 7.62x39 ammo AKA the cheap/surplus ammo that makes up 95% of this calibre out there AND combined with this style of pretty basic (some may say crappy :P) short sight radius irons these guns would most likely come out minute of man out to about 250-300 yards...seems pretty "right" for a battle rifle of this style/era/cost/calibre.

    In PLA every soldier must pass shooting tests through out entire military life。
    The accuracy shooting test is 100 meter target shooting, 5 rounds, a good shooter can get 45-49 score which is definitely not 5 moa.

    4 to 5moa or better seems about right, but don't forget Calibre used TI's rifle which spent at least 2 years in RCMP labs.
