Why does this guy still have EE access? Multiple reports of taking money and not running with it and still is given access to trade and people go to jail for shoplifting?

I guess that's one way of looking at it, but if they IP banned him, it would be very hard for him to make a new account. But you are right, better to know than be blind sided.
 
yep ignore list it is. confusing that op has 1 feedback score showing but when you check his feedbacks there are several.......... can't believe people like this don't get banned......
