Worked on the turret of the Leopard C1 and C2 for at least 15 years and all we ever called them were episcopes. Periscopes revolve, episcopes are stationary. You could also call it just a vision block.

If you are going to buy a tank, I suggest you buy a nice "anvil tough" T-72 and not some fussy, expensive, German armour. But to each there own.
