    Inert round, similar to a snap cap, but instead of being designed to prevent damage to the firing pin from being dry-fired, it functions just like a live round for function testing, practice, etc.

    Trying to see if your newly-fitted magazine feeds properly without going to the range? Throw a drill round in there and work the action.
    Have the urge to practice loading/unloading drills? Drill rounds to the rescue!
    Also good for display, or scaring people who are about to ACTS PROVE your firearm.

    so they will "power" the action of the rifle but not send a projectile downwind?

    There is no primer, or powder (in fact the cases have holes, so can no longer be reloaded/easily visually identifiable as drill rounds). It is a casing with a projectile.
    Being same dimensions as live ammunition (and only marginally lighter), they perform in the same way inside the action of a firearm as a live round would.

    Let's say you just fit a new Tapco/ProMag/OEM/etc magazine to your SKS/SVT/Globeco 555/etc and you want to make sure it feeds correctly.
    Or you just want to get better at using stripper clips on your Mosin Nagant without going out to the range.
    Or you are trying to diagnose feeding/ejection issues on your TT30.

    All of those situations made so much easier by having a few drill rounds (That your acquired from The Halifax Army Navy Store) at your disposal.

    They are not blanks, or simunition.

    The x25 looks like a spent primer in the primer pocket, but the others look like some sort of plastic or rubber?

    Correct. The x25 ones are Czechoslovak surplus - spent primers, dimpled (length-wise) casings.
    All of the other ones are new manufacture, using vintage casings (assorted milsurp), have some kind of polymer (I am not a chemist) filler in the drilled out primer pocket, and are drilled through near the case head for verification of inertness.
