what i got out of it every restricted pal holder should have at least one stripped AR lower by June 2018

Exactly. It also seems to indicdate that ATTs will be issued to those of us with soon to be re-prohibited CZ-858s which will be grandfathered in a prohib class of their own.
oh cool, Swiss arms and CZ858's are gunna be prohibited again.
