Why this one is non-restricted??? No one is asking...
It does not meet the criteria to be restricted or prohibited, that's why...
Specifically, irunguns modified the retracting stock to not completely retract keeping the minimum OAL for this rimfire rifle to be greater than required for NR status.
I had a pmr30 for a while and it was a blast to shoot and very accurate. This is on my list but 22mag isn't cheap.
