I don't think it's any more Lockhart's fault that the government changed the classification on the flashbangs than the +10 round 10/22 ban by the RCMP.
The fault lies with the government.
I would like clarification regarding those units that were purchased by civilians prior to the classification change.
"Conservation is the mark of a dying civilization. When your technology is not increasing at the same rate as your population growth you are done. Bring on the next contender.".
They'd make a pretty good "bear banger" - unfortunate that the government doesn't see it that way.
"In the days of my youth I was told what it means to be a man, Now I've reached that age if I do that stuff I'll end up in the can...."
