A stripped Tokarov frame, even at $47., makes sense only for someone who doesn't intend to use it for target shooting.
It will cease to be the "cheapest option" if you elect to buy the parts to make it operable, and then suffer through the process of trying to make it function correctly, and then learn of all of the shooting sports in which you cannot use it. If you pay for all of the necessary parts to make it operable, and then place a value on your frustration, the total cost (by comparison) will make a $600. S&W M&P9 2.0 look like the "cheapest option".
