So why do people say 18.6"
I thought 18.5 was non-restricted.

I'd really like to know what they use to officially measure something. Instrument measurement error is usually half of the smallest increment... On a typical ruler with cm/mm, that's .5mm. That "469.9mm" would need a somewhat precise instrument to accurately measure it for certain at that length.
If they use a .5mm error instrument, then anything from 469.5mm to 470.5mm could be "470mm".
I doubt that someone will go to jail for a "469.9mm" barrel.
I wouldnt push my luck with something shorter than "469.5mm" for NR though.
