Because they are made of different materials and it is impossible to match colours amongst anodizations on different types of aluminum with paint on steel. Brown is very difficult to match - that is why American companies cerakote for colour because the commercial market always nitpicks on colour match. The military couldn't really care, as long as the aluminium is anodized and the steel is coated.
