Just buy one from atrs there are still a few left spots left on the second production run. They will only be supplying the modern sporter to 1 dealer as they stated in the update thread.

Only 2 places to get one. A full build from RDSC, or a receiver set or full build from ATRS.

Doubtful seeing as ATRS is swamped making the lowers and uppers from direct sales they have taken. Never hurts to ask however. Maybe if a good sized dealer order was placed they could accomodate it in the next production run?
