An additional course specific to Quebec to be able to join a shooting club.

Thank you, that is what some other people have told me as well, no restricted ownership until law 9 is passed. I've seen that page many times but no where did I see it talk about getting an RPAL or it being necessary for it...anyway that was answered by the people here already.

    It says:

Are there prerequisites for completing the Bill 9 competency test?
You must have attended the Canadian Restricted Firearms Safety Course to register.
Mandatory for a Possession and Acquisition Licence (PAL)? Or for work?
No. However, it is mandatory if you want to join a shooting club or acquire a restricted firearm.
    But doesn't talk about RPAL...

You are making this complicated by yourself. it is really simple

Do your RPAL course and apply for RPAL
    Do your Law 9 course
    Join a shooting club
    Buy restricted
    The end

A PAL and RPAL is the same thing in the eye of the gov. An RPAL holder is simply someone with a PAL that is allowed to own restricted by having the restricted class added to his PAL. That quote right here is exactly the answer you keep asking over and over for
