No, not all semi-auto center fire rifles are restricted. Many are non restricted.
The reason this particular model is non-restricted is it has a 18.6" barrel. The restricted Ruger PC Carbine has a 16.12" barrel. In this case it's all about the barrel length.
I can understand it is difficult to grasp all our draconian Canadian Laws. I apologize for my brother's earlier comment, we as law abiding firearms owners here in Canada are under attack by an uneducated dictatorship rule. JT and his band of merry Liberals are afraid of Canadians that own firearms. Yet they do nothing about real gang-bangers and criminals that hurt others and violate numerous criminal code offences.
This puts all of us legal gun owners on edge!....

Thanks for the clarification, yes I have a PAL but the Canadian gun laws are still ridiculously convoluted. Even worse than California where I was shooting while going to school. Sorry to hijack
