How much parts commonality will it have? If the answer the magazine, and that's it, get Saiga to make a semi-automatic-only variant, and try and bring it in as a Saiga. It probably won't make it through, but avoiding the dreaded K word might help it slip past

Saiga's are prohib, so prob not the way to go about it
Call it a Valmet and supply some at no charge to a certain group and we good to go
