A deposit is a deposit, chances are it won't be refunded but I can't speak for ATRS. Production would probably stop if owners couldn't take control of them, cause, you know, the ban/buyback.
I can't believe this ban BS is real either. But hey, they were going to do it at some point. Thankfully we can get our eco-communism and take the 2% of global emissions we make and change it to 1%. Don't worry about China or India, though. We're the problem.
I believe the possibility of our gov imposing a ban at any time is one of the reasons why Canadian gun manufacturers are doing business this way (pre sale) prior to even ordering materials, so they at least have material costs covered so they are not forced into bankruptcy having a production run banned before it hits retailers shelves
