    Maybe I wasn't clear: In passing laws the principle of fundamental justice must be observed. In other words:

    The principles of fundamental justice are not limited to procedural matters but also include substantive principles of fundamental justice. The principles of fundamental justice are to be found in the basic tenets of our legal system, including the rights set out in sections 8-14 of the Charter. Whether a principle may be said to be a principle of fundamental justice will depend upon an analysis of the nature, sources, rationale and essential role of that principle within the judicial process and in our legal system as it evolves.

    In order to be a principle of fundamental justice, a rule or principle must be (1) a legal principle (2) about which there is significant societal consensus that it is fundamental to the way in which the legal system ought fairly to operate, and (3) it must be identified with sufficient precision to yield a manageable standard against which to measure deprivations of life, liberty or security of the person. Where the rights of different parties are at issue (e.g., accused/complainant or parent/child), all must be considered in determining what is in accord with the principles of fundamental justice.

    Is an OIC fundamental justice?

    OIC's Exist to circumvent parliamentary process, the senate, and discussions in government committees
    The OIC Is supposed to be used for budget amendments, moving ministers from one posting to another, very minor changes to some legislation
    I don't believe you can use the OIC to confiscate someones property, threaten to use police use of force against them, and finally imprison them for not cooperating
    To target a very specific demographic of Canadians (who meet stringent license conditions) with those actions by OIC is to me unconstitutional
    Only crooked politicians fear armed citizens

    It is unconstitutional, but so is making it mandatory for non-profits to sign a thinly veiled "I agree with our abortion laws" paper in order to get government funding for summer students. Hasn't stopped him before, and won't stop him in the future. Bill C-71 changed the law so that the governor general could arbitrarily turn firearms prohibited via OIC. Unconstitutional, yes, but does that matter anymore?

    I suggest you do a bit more research! Nominal bore diameter for calculating the number of round lead balls that equal 1-pound of lead is 12. This is the standard for gauge measurement that equals .729 inches is 18.52MM.

    Even if that was the case, those numbers don't even jive with each other:
