Incidentally, be careful adjusting windage with the scope rings. A heavy handed approach can result in a tweaked scope. Lock one ring down firmly, start shifting the other laterally, and the force is trying to bend the scope.
There should be a cap on the elevation stem.

Have a cap, just no adjustiblity.

Look at the windage knob assembly. The elevation will be similar. There will be a cap, held in place with a screw. See the coin slotted knurled screw retaining the cap with the calibrations. There are two pieces missing.
