Because IRG pins pre-import. It clears the border as NR. It isn't modified in Canada.

i have one,non restricted,the stock is modified so it does not slide in all the way, so it stays over 26 inches. length is the reason they are restricted. because the pmr pistol takes the same mag it is pinned from 30 to 10. maybe a good thing being the price of 22 mag. lol its very well made,works great,light and compact.
