The deal breaker is the "permanently" part. It can enter if it's for a competition since it's not permanently being imported.

The only workaroud is if the importer/exporter is re-importing parts/etc they exported themselves to begin with. If they're not the original exporter, it's a no-go.

Flat rate shipping to Canada is 25.00USD on all accessory and ammunition orders regardless of quantities ordered. Firearms are exported to Canada at a flat rate of 25.00USD per firearm.

This doesn’t really make sense, as isn’t the lower the only registered and serialised part?

Throw the uppers in a closet. Wrap them in greasy rags snd hide them in your walls if you’re that paranoid.

I think they’re trying to think of a way to sell the upper, so if a ban comes they can make some of their money back.

Someone had a crystal ball I guess. Definitely a lot of AR parts and uppers that people might be looking to recoup on.

    Hang on to them.

You might need them one day.

Fine advice if you only have a small amount. If you're in for $15k, might be good to recoup some funds if you can.

I may be mistaken but the uppers as well as lowers are now prohibited under new “law”. You cannot export or import items that are prohibited devices. Yes it’s true that AR uppers and lowers cannot be imported back into US once they have been exported out. To make a long story short ...you’re hooped brother.
