The barrel is worth something by itself. Don't torch it if it can be unscrewed, and you have 2 years to comply don't you? I would rechamber in a wildcat that can't come close to 10K Joules. Those maxes are tough, because there are a lot of different ways of boosting the energy and crosssing some line.
DA50 barrel is hold by a barrel nut just like Savage rifles. You can apply heat and remove it.
Not hard at all.
The problem as I see it is:
IF they allow the 50bmg to be grandfathered and
IF they allow now prohibited rifles out to the range.
The ranges rated for 50 bmg are few and far between.

The 510 DTC has identical ballisitics to a 50 BMG, so it's over 10,000 Joules.
A cut down 50 BMG case that uses the same projectile but is 9500 J would be the ticket. And then existing barrels may or may not be able to be set back and rechambered. You could pull bullets from your 50 BMG ammo, cut down the case, reform a neck and reload. I'm not a cartridge designer so not sure how feasible it is.
