Ummmmmm........no. Lol. I believe there are 18.5" versions out there, which are non restricted though.
I was 99.999% sure they were restricted but thought maybe/possibly/pleasegodbeNR there was a loophole or something I didn't know about. Was going to snag one up right away if it was NR. Thanks for the quick reply.
