    Ruger SR22 won't chamber 2nd round

Hi all. I'm new to handgun shooting. I have a new SR22 and having some trouble. I've fired about 1000 rounds of CCI standard, lead 40grain. Recently I've found that the 2nd round of either mag won't chamber properly and I have to manually chamber it. This only happens with the 2nd round
Here is what I am doing - begin with:
    1) Action is open, safety on, no magazine
    2) load magazine, snap action closed
    3) turn safety off, manually pull hammer back. (This is because the first pull is very heavy and I do precision shooting)
    4) fire first round. Casing typically ejects with no issue
    5) hammer comes back automatically, but 2nd round won't chamber. I now have to manually load it.
    6) all subsequent rounds in mag fire fine
    7) Change to 2nd mag. Safety remains off. All rounds fire fine

I've tried starting the above sequence with magazine 1 and magazine 2. This happens no matter which mag I start with. I don't think it's the ammo - this only started happening about 300 rounds ago and I would guess that it would happen at any time. I've cleaned the gun twice.

Any ideas on what could be causing this?
