I'm not up on the Weatherby lingo. Does range certified mean used or have they just shot a couple warm ups and then a 3 shot group?

Range certified is what used to be call the sub-moa series. Means that it is factory tested to a higher standard for accuracy. It also has a different stock and I think the floor plate is engraved.

257hunter is correct. Factory tested using sound waves. Floor plate is engraved.
After that we took this rifle to our sight in range and set it up for 510 yards.
