You're supposed to drop the hammer. Then the safety can be pushed in half way and it will clear the stock.
 
I was contemplating selling my 10/22, nope I am keeping it. Weather is getting colder and bench rest shooting with the bolt actions is going to cease. Got to have some plinkers to keep me going till spring.
 
Just arrived last week. Fast shipping. Cool little 10/22 well worth the money. No sights on it so it makes a good base for a rimfire scope of some sort.
