Barnaul advertises their steel case ammo as the bullet being "copper washed, steel jacket, lead core", and yes it will stick to a magnet.
I run steel case through the ruger pc carbine with no issue, except for being dirty and stinky!

From what I can tell, seems like eastern european folks (Russian, Ukraine), those complaining about spelling, well I work with an older Russian mechanic, if you saw how he spells, you would go nuts!
