They offer a barreled action only. When I bought mine they allowed for the swap of certain components like I swapped the IBI steel barrel for their carbon offering, along with leaving a trigger off it as I was going to use something other than what they offered.
The rough cost for the action alone in the deal is around 1600 to 1700. More expensive than some actions but you get it cerakoted along with the bolt being nitrided in that cost.
The rail and recoil lug are not milled in one piece with the action, the lug is oversized as well.
Perhaps because people want options?
There's a lot of individual preference when it comes to barrels. Myself, if I was getting an M15 action, there are other barrels I would prefer over IBI.
