So if you kept your NR upper on it most of the time, and then just put this upper on at the range occasionally, does that work? Do you need to register it at all?

If you slap on the 8" barreled upper at the range without a registration certificate, you'd be in legal jeopardy. Just because you have 30 days to report the change doesn't mean that you can be in possession of it at a range legally without a registration and ATT

There's nothing stopping them from coming over the border as of right now

I spoke to someone at Wolverine and was told them may get some in later in the year but nothing confirmed as of this moment.
