The delays on the Chilean side are 100% deliberate.
2 options lend themselves:

1) The correct wheels were not greased and this is a retaliation.

2) There was an outside interference and this situation was created deliberatelly.

Either way, there is not much that the CSC can do about it, as it seems to be completelly out of their control.

That is a strong possibility.
However, it likely comes down to economics.

Doing so might not only wipe out any CSC's profit margin (very likely slim to begin with), but possibly even put them in a hole.

While we appreciate everyone helping us negotiate this, we understand the problems, and we know what timelines exist. We have made our presentation and we are waiting for a resolution (apparently to be provided next Tuesday). The guns will be in everyone's hands before the 20th of September.
