plain flat gret/white/red/black primer if cheaper just to prevent rust on your end during storage then client can paint to personal taste.....

I have 10 different colours of spray paint jus for steel targets
prime to prevent rust until delivery to the consumer. As most others have said, targets will be repainted many times. If someone wants a "frameable" target to hang in the man cave, make a few and charge lots extra for perfection.

My vote would be for occasional ugly paint or prime as others have said to prevent rust.
That being said, I wouldn't be upset if it was bare metal either... it's a target, not a beauty contest.

Keep painting quick and ugly, as I would rather not have a rusted product if it sits around for a year and I have no desire to get my hands dirty from mill scale or protective oil.
Hard to believe that some people get their panties in a knot over a paint job that is basically temporary anyway.
