I had three spent casings from .30-06 from a recent hunting trip on the dash on my vehicle when I got pulled over once and got a good tongue lashing from the boys in blue for keeping them in my vehicle. I just laughed and have since decided to keep them in my vehicle permanently just because I don't like being told what to do.

If you look at the CATSA "what can I bring" list there are entries for "Bullets and ammunition", "Bullet casings", "Bullet key chains", and "Cartridges" and all of them say they're not allowed in your carryon baggage and they may be allowed in your checked bags if you declare them to the airline during check-in. Doesn't matter if it's inert or live, you will get in trouble if they catch it in your carry on.
