They said in the write up it’s to prevent fraud. If you paid by EMT I don’t know if they would’ve asked for it.
High end optics are an easy purchase on a stolen credit card. Dealers need to cover their a$$ somehow.
It’s to avoid credit card fraud. As of late Fraud on optics has been increasing and so have the charge backs. Asking for the PAL helps ensure you are who you say you are. If you pay by EMT a charge back is a non issue. It’s just the growing nature of the industry

When there is a fraud it goes down like this
We loose the full purchase price + 30 cents + 2% + $25 fraud charge
so the bad guys order a scope from the site for $1000, It cost us $925 to buy
the day of the fraud, we only get 979.7 in our account
we loose about $10 on flat rate shipping orders
so out the door we've made $44.70 contribution to overhead
the charge back comes in and takes the customer gets the full $1000 back so already we've lost $44.70
add the $25 charge back fee and the company looses $69.70 and we have a bunch of paperwork to do let alone we lost a scope that we paid $925 for
so in the end, some ass hat gets a scope and we get a bill for $994.70 + lost an hour or so of time + some cred with the bankers
Not worth it
If we check your PAL and ship to your pal address we're pretty damn sure it's you and makes it worth the risk
