    The rails need to be fitted to the frame, as they are oversized from the factory and won't fit the frame as-is.

    The shadow 2 has two versions, one is non-OR, the other is OR.
    So is this slide kit from the OR verion? and it inherently does not fit non-OR frame out of the box?
    That's a surprise to me. Because I have a non-OR shadow 2 and I wanted a spare slide with OR but I don't want to make any further 'fittings' before just sliding it into my gun.
    So I will pass then.

    When I bought my .22 Kit for my Shadow 1, I don't remember being asked by the dealer for PAL. Though some dealers might ask for their records as to purchase of other parts, ammo and reloading supplies, they don't need to report this purchase to CFO.

    Regarding "Minor Fitting", the only fitting I did for the kit was to grind the small tab by the back portion of the slide rail. But due to multi-stage manufacturing process, there might be some other adjustments required. It is like buying frame and slide for a custom pistol. They are generally oversized and most requires a gunsmith for proper fitting.
    Again, policy of asking PAL varies between dealers. In-store, they might just ask you for your PAL, to see if you are really qualified to buy and possess parts for a firearm. You can always decline the request, but you might not be able to proceed with your purchase.
