Not sure, but it might be because in the States 16in is how long it needs to be before becoming an sbr and therefore an NFA item.

It wasn't specially-designed with Canada in mind, but rather the US which requires a 16 inch barrel to not be considered a SBR...

Ian Heron in Ontario can make them I think. I had a USC and it was a toss up between this and the PS90 to get changed. I changed the PS90 and sold the USC. .45 was getting too expensive at the time as I didn't reload. Now that I do, and if I could do it all over again, I probably would have converted this one as the PS90 ammo was a hellava lot more expensive then .45!!
