I could accept the rest of the rifle as "not my taste but still looks awesome", but the green flash hider is really gross.

Black Box Customs, that’s an amazing job. I have a surplus Tavor that has very visible battle scratches. Would a cerakote coating cover those?

It would depend on how deep these scratches are. Our prep process does a light media blast on the surface areas prior to Cerakote, but Cerakote application is in the thousandth of an inch. So if you have deep gouges or scratches Cerakote will not cover it up.
