FWIW I got that info from the email CSSA sent out to members the 18th May:
"Business Vendors
For mail-order transfers, the buyer must provide the seller with images of both sides of their PAL, along with images of both sides of one other piece of government-issued photo ID."

Yes there is. It is available from the retailer should it be necessary and there is a court document or reasonable reason for the police to request it.
I don't know if you will keep this post but my comment is that I understand both text and email are not that secure when it comes to attachments/documents.
Without texting and E-Mailing documents no business could function
I think its great that SFRC has made such a rapid change in their procedures and got the info out to the customers so quickly.
In reality most stores were mostly doing this already. Oddly even before the 18th I could log onto my SFRC account and see everything I bought back to 2011.
If you guys are really worried send the ID in a Zip file with a password then text the password or email it separate.

If people are worried about getting I'd or anything stolen by sending information over text/sms I suggest everyone to download a program called "signal". It's encodes open source encrypted text messages that the algorithm changes constantly. So if a hacked did decide to magically hack you, the algorithm of your message would of changed already. Also u can set it to automatically delete a message after a certian time if you are also extra paranoid.
