    This is my understanding as well. Sounds like this fall is when it will take effect.

    Some provinces are behind in transfers due to all the people buying handguns the last few months.

    He says they are not waiting on legislation and will be doing an OIC at 14:11 in his speech So yes they will attempt legislation that will take time but they are going to OIC whatever they can as soon as they can BUT until that is done which can be a day or a week you can buy still.
