I ordered a handgun from you May 9 still haven't received the transfer

I could very well be mistaken, but it way my understanding that the new announcement re: handguns was to be implemented by actual legislation, not by OIC. Therefore until the bill is passed it is still possible to purchase, sell, and transfer handguns.

This is my understanding as well. Sounds like this fall is when it will take effect.

He says they are not waiting on legislation and will be doing an OIC at 14:11 in his speech So yes they will attempt legislation that will take time but they are going to OIC whatever they can as soon as they can BUT until that is done which can be a day or a week you can buy still.
