I ordered a handgun from Alberta and I'm in BC. In another thread it sounded like both CFO's had to sign off. But that doesn't sound right since Ontario is slow and you got your restricted purchase relatively quickly.

Correct, only the CFO in the province of the recipient is involved.

Update: got registration certificate today.

Letter is dated June 14th.

I'm in AB and ordered on the 9th. No transfer notice from CFO yet but still hopeful.

It was my first and I also realized I needed to update my address a few days before ordering so not sure if either of those contribute to a slower processing time...
