What are these "hazmat" fees worth when shipping to Ontario?

The hazmat fee makes up 28.00 of the shipping cost and is a fixed cost (same fee regardless of weight). With that being said, the more you order, the less your landed cost per thousand. 1000 primers weighs about a pound. We just did a quote to Alberta and increasing the weight from 5 Lbs to 10 LBS only added about 6.00 to the shipping total.
