As per Sampson's site, there is a 120 lead time, they are popular. 26.25" with factory barrel.
He can't shoot like that with a stock Savage and a Bushnell scope

16 inch barrel would be prohibited due to the folder.

Would the muzzle device be long enough to make up the difference?

You'd have to permanently attached it in a way that the courts would deem sufficient.

I'd assume "needing a tool" would be sufficient...otherwise, I mean, I can take a stock off of pretty much anything with a screwdriver.

    No that doesn't count

Only time a brake or any muzzle device would count towards OAL is if it is machined into the barrel itself as in 1 piece from the start.

That is true for barrel length only.

A muzzle device contributes to OAL of the firearm in all circumstances.

    Good Day,

Thank you for your inquiry. You will note that it is a MGE Distribution Exclusive. That specific company contracted Ruger to make a special build for that exclusiveness. There could be some leftovers down the road that become available but typically those exclusives sell out successfully, hence the Limited Availability note. Currently, there won’t be any opportunity to obtain these. One other note. The one item that may create this to be restricted or prohibited is the OAL on the folding stock. There is no spec listing that OAL when folded, which could create this to have some legal issues in Canada.

    Kind regards,

    KGL
