C-21 New Magazine Laws - PAL Now Required

It looks like they finally brought the section of C-21 into force that requires purchasers to provide a PAL when buying/transferring a magazine. From what we can see sellers only have to verify the buyer has a valid PAL. There is no reference number check and no requirement for record keeping from what we can see.

I attached the letter that the CFP has sent out to all dealers. The big issue will be for parts and accessory only business with no BFL's that don't have the ability to verify PAL's.

I'm sure we'll see a similar letter in the coming months regarding PAL requirements for firearms parts and accessories as that was in C-21 as well.

Criminals are 3d printing lowers and 30 round mags, gun control at this point is a fantasy. We failed at keeping cocaine from kids in highschool, we sure as hell will not be keeping mags from adult criminals in a 600 billion dollar drug industry.
 
When does this actually take effect ? Is this a requirement when selling or buying used mags now ?

You think the rcmp/cfo and government would do a better job of letting people know then this if so.
