Putting a small rivet through the number 13 witness hole plugs 'em to 10.5 rounds on the button. That is how all of my factory mags were plugged when I had my G22.

My G22 was a Gen 2 with Gen 2 mags, perhaps the follower was changed on the Gen3 and Gen4's?
