    I dont know, you need to find out its FPS , anything over 500 is a firearm.

    Muzzle velocity varies from 350 to 750 ft./sec., presumably dependent on barrel length. IIRC, Canadian law kicks in at 500 ft./sec. so it would need a ruling from the RCMP. Don't hold your breath.

    As long as it is under 500fps it is not.

    I think a "normal" pellet/bb pistol would be better tho...cheap "gun" to buy and cheaper and easier ammo to find. At those speeds (>500fps with a very light projectile) all it is good for is paper or pop can punching anyways.
